Carlos G. Muņiz
is Managing Director of Bancroft Associates. Prior to joining Bancroft
Mr. Muņiz held several senior positions in Florida state government,
where he was deputy general counsel to Governor Jeb Bush, general counsel
to the states Chief Financial Officer, and deputy chief of staff and
legal adviser to three speakers of the Florida House of Representatives.
Mr. Muņiz has experience in government investigations and in a wide array
of policy areas, particularly civil justice reform, education, and insurance.
He has authored or significantly contributed to briefs in cases before the
U.S. Supreme Court and Florida appellate courts involving separation of powers,
redistricting, school choice, religious liberty, Indian gaming, products liability,
and administrative procedures. Mr. Muņiz has extensive experience in crisis
management and in working with public relations professionals to present complex
legal and policy issues to media and lay audiences.
In addition to
his work in state government, Mr. Muņiz has worked as an associate in the corporate
department of Hogan & Hartson in Washington, D.C. and as counsel in the litigation
department of GrayRobinson, one of Floridas largest law firms. Before attending
law school, he worked as an analyst in the voting rights section of the U.S.
Department of Justice.
Mr. Muņiz
is a graduate of the Yale Law School, where he was an editor of the Yale Law Journal,
and the University of Virginia, where he was an Echols Scholar and member of the
Government Honors Program. He clerked for Judge José A. Cabranes of the U.S. Court
of Appeals for the Second Circuit and for Judge Thomas A. Flannery of the U.S. District
Court for the District of Columbia. He is licensed to practice law in the District
of Columbia and in Florida.
